/ rootディレクトリには、デフォルトでは他のユーザーによる読み取り権限がありません。これはかなり合理的です。そしておそらくそれは700の許可を持っています。

ファイルを読み取り可能にするには、すべての親ディレクトリもトラバース可能である必要があります。
解決策：アプリケーションを、Webサーバーユーザーがアクセスできる別のディレクトリに移動することをお勧めします。
